Will this fit a singer heavy duty 4423?

So these are standard class 15 bobbin cases. They measure about 22.75mm across. The majority of front-loading machines can take this case, a few won't. It's hard to tell whether or not yours can fit it because the difference is 1-3 mm, which is tiny.
Most accurate way I've found to test: measure your actual bobbin size. It should be 20.3mm across and 11.7mm wide. If it's smaller than that, it's not a model 15 so these will not work.

if your machine use the type 15 Bobbins, this will fit it well.

Will this fit a old Kenmore 1251?
Answer:
Most older Kenmore's are use type 15 Bobbins, check your owners manual. This bobbin case works with every type 15 bobbin sewing machine I have encountered.

Can I use this for Singer machine model 1304?

Yes, I bought them for my Singer and they work perfectly.

They were smooth and well made. Turned out they weren't for the machine I bought them for. The description said they were for a 15 class machine and my machine is a 15K so you can understand the confusion. As it turns out I do have another sewing machine that uses 15 class bobbin cases, so win-win! I reordered the correct ones for my 15K machine. If you need to know the difference between these bobbin cases; the 15 class bobbin's tang leans to the right and the 15K bobbin tang leans to the left. They do not interchange.
Bobbin works just fine. almost identical to the original. A little heavier in my hand I would say. Thread slips through and I didn't have any problem with it sewing either straight stitch or stretch on my older model Brother machine.
